Should ECUA sell/barter the old Treatment Plant land to the city or sell to a private investor?

The 19-acre parcel of the former Main Street Waste Water Treatment Plant is up for sale, and the owners, ECUA, are considering selling it to the city, or even deeding it to the city in exchange for taking over the city's sanitation department. But private investors also are interested in the land.
